Proposition A: the $443 million bond

On November 3, Dallas votes on a single bond proposition — $443 million for public safety facilities, five projects bundled into one yes-or-no question.

The Council sent this to the ballot on August 12. It was originally part of a package of nearly $1 billion: a $17M fleet-maintenance proposition and a $500M pension-bond proposition both failed at the Council, so Proposition A is the only bond question voters will see. A motion to put the police training academy on the ballot as its own separate proposition failed 8–7 — the five projects stand or fall together.

A bond is borrowed money. The $443M is repaid, with interest, from the debt service portion of the property tax rate — the 19.13¢ per $100 described in Step 5 of the budget explainer.
